Consequence of lapse. On or before the expiry date, every explosive under our control must be
destroyed in a manner that does not increase the likelihood of accidental ignition, returned to the person it was bought from,
or delivered to a factory licence holder authorised to store it (s. 168). This is not a paperwork failure — it is a disposal problem.
Evidence
Closing an obligation requires evidence where the rule requires a document. Closing one without evidence records who closed it and why —
because some obligations are satisfied by an act rather than a document.
